The meeting was called to order at 10:00 am. In attendance were Supervisors Brandt, Peterson, and Wortham, the Clerk, and Dave Johnson.

A discussion of the proposed budget for 2015 took place. At the Special Meeting of January 9th, the total budget for 2015 was proposed at $912,000 which is an increase over 2014 of 3.5%.

Discussion continued with a review of plans to purchase a truck for the fire department, timing of capital fund receipts, and possible financing options. Supervisor Peterson suggested taking advantage of the low rates available now to finance most of the truck which would give the Board flexibility in scheduling other capital expenditures. Brandt will check into any limitations and requirements for the township to borrow.

Dave Johnson suggested increasing the budget to allow the hiring of staff to review and monitor planning & zoning issues within the township. He felt it may help keep the township and county more informed of development activities and avoid potential conflicts. Brandt commented that he has reviewed possibility of township having its own planning commission several times in the past. Johnson asked if the township could require its own building permits. Brandt said that would require that the township handle its own P&Z with a committee, ordinances and inspections. It would not be recommended at this time.

Preliminary proposed budget for 2015 will stay at $912,000, but will be further reviewed and refined before final proposal. Peterson will ask Chief Clasen to attend the next special meeting to present his budget proposal and answer questions about the truck purchase.

Discussion regarding the fire department bylaws took place. Several questions and concerns were raised that needed to be discussed with Clasen. Further action was tabled until the next special meeting.

The members then conducted a walk-through to review progress on the construction project and to outline remaining issues. The clerk noted items and will present them to the contractor. A formal walk-through with the contractor will be held.

There being no further business to conduct, the meeting adjourned at 1:15 pm.
