The meeting was called to order by Vice-Chairman Bilek at 10 am.  Supervisors Bilek & Johnson were in attendance, along with the Clerk and representatives from the county land services office, Gary Griffin, Sandra Ehrich, Dana Kyle, Jessica Shay, and Bobby Hall. Two residents were present.

Mr. Griffin started the meeting by reading a report explaining conditions and process relating to the assessment of property during the year. He explained the meeting procedure and the options that can be taken by the Town Board in response to request by residents.

Griffin also presented a report on the overall changes to value within the township. Total estimated market value was $913,019,100 for 2018 which is
a 5.4% increase from 2017. The total value is comprised of four property types; Residential 26.0%; Seasonal 68.8%, Commercial 3.7%; Agricultural 1.5%.

Supervisor Bilek opened the meeting to residents to present their questions and requests.

  1. Victor Kreuziger asked for explanation of value of his remaining 7 lots on Clamshell Lake. He had sold one lot last year but the total valuation increased with only the seven remaining lots. Griffin explained that the per foot value on Clamshell increased plus now there was less excess frontage rated at the lower value levels leading to the overall increased valuation. Motion by Johnson, second by Bilek to make no change to the valuation. Carried unanimously.
  2. Ralph Papenheim spoke about his lots that are part of the North Shore Pines Trust that includes 11 homesites, a common beach area, and common back acreage. Griffin looked at the other lot valuations and compared his lot value. Papenheim pointed out that one of the lots had recently sold for much less than it had been listed for after being on the market for several years. Griffin explained that valuations in cases like these look at the useable area of the common area as if the property line would extend to the shoreline to determine frontage value. Motion by Johnson, second by Bilek to make no change at this time and to ask the County to continue working with the owner to reach an agreement. Carried unanimously.

Ehrich presented information on additional requests to be considered as follows:

  1. O’Brien property was reviewed regarding the amount of wetland area on the lot. Ehrich recommended adjusting the value from $43,000 down to $37,000 to better reflect the amount of wetland. Motion by Bilek, second by Johnson to make the change as recommended. Carried unanimously.

As there was no further business to transact, the meeting adjourned at 11:35 pm.
