The meeting was called to order by Supervisor Wortham at 7:00 P.M. with the Pledge of Allegiance. All Board Members were in attendance.
Motion by Brandt to accept the minutes of the August 8th, 2005 Board Meeting as read. Carried - unanimous
Motion by Brandt to accept the Treasurers report for August, 2005. Carried - unanimous
Motion by Plein to pay all September bills presented for payment by the Clerk with the exception of check number 12928 being reduced to $18,000 as the well had not yet been inspected. Carried - unanimous
Ron Schultz presented the Board with a variance requested along Clear Lake to put the drain field five feet on Township Right of Way. A brief discussion regarding the property followed. The Board agreed to send a letter to Crow Wing County after reviewing the final survey.
Bob Uppgaard wanted to make the Board aware of damage and vandalism being done at the Wildlife Management Area and the ditches along Highway 16. Supervisor Brandt advised Mr. Uppgaard that a County Wide Task force was being organized to address the issue of Right of Way use by motorized vehicles in Crow Wing County. The Board suggested Mr. Uppgaard contact the Sheriff next time he witnesses such damage being done.
Marty Griffith from Timothy Township inquired if the upcoming open house at the Ideal North-side Fire Station was being advertised. Supervisor Brandt stated the Echo was publishing an article in the Lakes Country Echo regarding the station and the open house which was scheduled for Sunday, October 9th, from noon until 3 pm.
The Road and Bridge Report was as follows:
- Rahm reported the paving of Old Whiskey and Forest Knolls Road was complete.
- The extension of the fenced area for the swings had been completed.
- The bus turn around had been completed on Winnamakee Shores Road.
- There were no safety incidents.
Supervisor Brandt stated that Anderson Brothers would like to pave Nelson Road from Highway 16 to their pit at no cost to the municipalities affected. Brandt agreed to send a letter expressing the Townships approval of the plan to Andersons.
Supervisor Wortham presented a request from Troy Anderson to have a portion of his land that was dedicated to the public for a turn around returned to him so as to provide sufficient square footage to divide the property between his siblings. A short discussion followed.
Motion by Wortham to return ownership of the section of property dedicated to public back to Mr. Anderson with the condition that the property owner pay all expenses incurred in the transfer of property. Carried - unanimous
The Fire Department Report was as follows:
- There were five fire runs the previous month.
- Bruce Schultz reported the new tank fill system for SCBA bottles will be
installed this week. - An Open House was scheduled for the North side station on Sunday, October 9th, 2005.
- There were no safety incidents.
Supervisor Brandt reported the initial walk through had been conducted on the North-side substation with a few issues needing to be resolved before final payment to the contractor.
A discussion regarding the Ideal Fire Department Relief Association took place.
Supervisor Plein reported the swing set had been delivered and was to be installed by the Maintenance Department in the next few weeks.
The Transfer Station report was as follows:
- Brandt reported on trespassers confronted by the Sheriff's Department at the Transfer Station.
- Beginning September 15th, the transfer station will be open on Wednesday and Saturdays from 8 am to 5 pm.
The Board reviewed an estimate to install dormers over the two remaining doors on the Town Hall.
Supervisor Wortham addressed the ongoing maintenance issue with Storage Park Road.
Motion by Brandt to have Storage Park Road listed as a Minimum Maintenance Road with the Township provided snowplowing service only. Carried unanimous.
A resident on the north-side expressed concern over the CUP at the Trout Lake Camp. The Board suggested the resident make contact with the director of the camp regarding the proposed development.
Supervisor Brandt announced the next Hearing for the Kehring Cartway would be at 5:30pm before the October Meeting, which was scheduled for Tuesday, October 11th due to the Columbus Day Holiday on Monday.
The Board reviewed the survey results from the speed monitor along several township roads.
The Clerk presented the Annual Snowplowing contract with Timothy Township to the Board. After review, the Board agreed to raise the per hour rate from $140 to $150 due to the increase in fuel costs.
The Clerk advised the Board of upcoming federal changes in the voting process which would affect the Township.
There being no further Township business to transact, the meeting adjourned at 9:17 P.M.
