The meeting was called to order by Supervisor Brandt at 7:00 P.M. with the Pledge of Allegiance. Supervisor Wortham was not in attendance.
Motion by Plein, seconded by Brandt to accept the minutes of the June 14th, 2010 Board Meeting as read. Carried - unanimous
Motion by Brandt, seconded by Plein to accept the Treasurers report for June, 2010, check #16454 through #16519, totaling $50,495.02. Carried - unanimous
Motion by Plein, seconded by Brandt to pay all bills presented for payment by the Clerk, check #16520 through check #16547, totaling $90,418.53. Carried - unanimous
Vic Kreuziger inquired about the amount of wood brought out to Big Island and the possible pollution factor. Supervisor Brandt explained the wood was provided to prevent campers from cutting down the native trees on the island and from having contaminated wood brought to the islands and that all fire pits were cleaned out and the ash was disposed of away from the lake, as well as all fire pits are placed away from the waters edge. Brandt agreed to meet with the joint powers group for Big Island and provide follow up.
Craig Taylor approached the board regarding a variance request for John and Lisa O‚Halloran. Taylor presented the proposed construction, along with a storm water plan. The board voiced concern over the impervious surface area and effectiveness of the storm water plan. Supervisor Brandt agreed to visit the property again before submitting a recommendation to the county.
Bruce Zeman requested the township maintain Storage Park Road as a regular township road. The board agreed to accept the minutes of the September 1994 board meeting as requested by Mr. Zeman. After meeting with legal council, the clerk and available supervisors from the September 1994 meeting, Brandt stated he was advised the road was accepted as a minimum maintenance gravel road due to the low use and traffic in the September 1994 minutes and there was never any intention to pave it by the township. The township agreed to do the plowing in the winter of 2005.
Motion by Brandt, seconded by Plein, to accept Storage Park Road as a township gravel road, with no intentions of the township paving the road. Additionally, the township would provide snow plowing in the winter and the grading and class 5 in the summer as needed. Carried - unanimous
The Road and Bridge report was as follows:
- Supervisor Brandt reported one pass of ditch mowing has been completed.
- All road construction that was scheduled in the township has been completed by Anderson Bros.
- Brandt reported an updated joint powers road agreement Jenkins has been executed.
- The crosswalk from the town hall to the park has been completed.
- Anderson Bros. is checking on the concrete apron issue at the fire hall.
- At the counties request, the beavers have been removed from the culvert area on Long Farm Road.
- There were no safety incidents.
Supervisor Brandt was researching a noxious weed complaint along Highway 16. Vic Kreuziger requested the township consider spraying along Ruttger Road for poison ivy. Brandt agreed to look at the area and make a recommendation.
The Fire Department report was as follows:
- There were 12 emergency runs the previous month.
- Chief Clasen reported last months drill was on preparing for the ISO testing for Station II.
- The department participated in the Pine River and Pequot Lakes firefighter Challenges and the 4th of July parade in Pequot.
- The fire department hosted and Open House on Saturday to promote fire prevention.
- The department has had two inquires on house burns in the township.
- Clasen requested the board approve the payment for $100 to the CRFCA for the cost of the grant writer for the Crow Wing County Radio Grant and a letter of commitment regarding the Crow Wing County Radio Grant.
- The beef feed is scheduled for August 11th.
- Clasen requested no parking signs be installed at the Boyds dry hydrant.
- The board agreed to attend the Wednesday night fire department meeting to discuss several issues.
- Tom Johnson advised the board that the department would not be requesting an increase in August for the year per service compensation.
- There were no safety incidents.
Motion by Plein, seconded by Brandt, to approve $100 for the grant writer fee for the Crow Wing County Radio Grant. Carried - unanimous
There was nothing new to report for Park and Recreation.
The Transfer Station report was as follows:
- Supervisor Plein reported the electronics have been picked up by the county.
- The brush pile has been burned at the station.
Brandt reported on the detachment hearing in Breezy Point. The board has agreed to take a neutral position regarding the petition with the township expressing concern regarding the maintenance cost of Buschman and Nelson Road. Vic Kreuziger requested a list of advantages and disadvantages of the detachment. The board agreed that many discussions have taken place regarding the detachment and felt that no further documentation was necessary at this time.
Brandt reported work was being done on the East side of Big Island to improve the erosion control.
The board reviewed donation requests from the Paul Bunyan Scenic Byway, Crow Wing County Sentence to Serve Program and the Breezy Point Police Department for a cardiac monitor. After much discussion, the following donations were approved by a motion from Plein, seconded by Brandt:
Crow Wing County Sentence to Serve - $1,000
Paul Bunyan Scenic Byway - $1,000
Breezy Point Police Department - $500
Carried - unanimous
