The meeting was called to order by Chairman Peterson at 7:00 p.m. with the Pledge of Allegiance. Supervisors Peterson, Bilek, & Johnson, the Clerk, and Chief Schultz were in attendance.
Motion by Bilek, second by Peterson to accept the minutes of the December 12th Board Meeting, and the December 23rd Special Meeting as presented. Carried unanimous.
Nothing was presented during Open Forum.
Supervisor Peterson & Chief Schultz presented the Fire Department report as follows:
- There had been 5 runs during December; 2 fire, and 3 first responder. Fire runs were for false alarms. Total year-to-date is 5 runs.
- The purchase of new SCBA (self-contained breathing apparatus) equipment is completed and the equipment received. Members will receive training on the new equipment this month and expect it to be fully in-service in March or April.
- The new turnout gear washer is installed and working on building a drying rack.
- An contract renewal for Timothy Township was prepared and will be forwarded for their approval. This is last year of the contract pricing agreement made in 2012 so the contract and pricing needs to be reviewed for next year.
- The Certification of Service Areas Protected (FA-1) was reviewed. This needs to be filed annually to qualify for State Fire Aid. The Clerk will sign and submit before March 15 deadline.
- A discussion of possible updates to the department bylaws took place centered on the attendance requirements for the department.
- There were no safety incidents.
Supervisor Bilek gave the Planning & Zoning report as follows:
- During December, 2 septic/land use permits were issued in Ideal.
- Attended the recent DRT meeting and discussed the Baleisis plan to add a garage with living quarters. The plan would require a variance for a 20’ lake setback. Baleisis may present info at the next Ideal Board meeting.
Chairman Peterson presented the Road and Bridge report as follows:
- The 2017 road construction plan documents have been prepared. Advertisements for bid will appear over next two weeks with the bid opening scheduled for January 31st at 10am. Expect the work to be around $140,000, which will allow budget to do some chip sealing and striping to be determined later. The plan includes:
- Strawberry Lake Road is to receive a 1” overlay;
- N. Clamshell Lane will be reclaimed, stumps removed, and resurfaced;
- Old Whiskey Road will be patched.
- An estimate to repair the work truck was received from Crow Wing Auto Body. The truck was damaged while plowing during the first big snow storm in November. Replacing the body panels, painting, and parts totaled $4158. The insurance agent will be notified but planning to have the work done after the plowing season.
- A deflector was added to the work truck plow that helps keep snow down in front of truck.
- There were no safety incidents.
Supervisor Bilek presented the Transfer Station/Recycling Center report as follows:
- 2016 revenue was $67,378; up about $8500 over last year including 209 more permits sold versus 2015.
- Total recycling for 2016 was 443,020 pounds, up about 35,000 pounds over last year.
- Will prepare press release to promote the station and inform residents to get their 2017 permits.
There was nothing to present for the Building, Grounds, Parks & Recreation report.
Supervisor Johnson gave a Legislative & Research report as follows:
- A L&R meeting with the township association is coming up in February.
Motion by Johnson, second by Bilek to accept the treasurer’s report for December as presented. Report includes receipts #5260 through #5276 totaling $625,543.59 and disbursements #TRX120516 through #21026 for total of $395,358.99, including an operating funds transfer of $200,000, and interfund transfer of $25,000. Carried unanimous.
Motion by Bilek, second by Johnson to approve the January claims as presented; claims #42780 through #42817 totaling $15,991.97. Carried unanimous.
Motion by Bilek, second by Johnson to approve sale of 2006 light trailer that was not being used by the maintenance department. Bilek researched the value and determined that $550 was a fair price. Funds from sale will be returned to the road & bridge fund.
The Clerk presented a series of items:
- The new federal mileage reimbursement rate is $0.535 per mile. The Township follows the federal rate.
- Planning reports for the Ossiwinamakee Lake Improvement District was received and will be forwarded to the Board member.
- Received notice of the upcoming Trout Lake Camp Community Day on January 16th.
- The review of buildings, vehicles & equipment has been completed to be used to update insurance coverage. Motion by Peterson, second by Bilek to adopt the resolution approving replacement cost coverage at the values listed. Carried unanimous. The Clerk will forward the information to the insurance agency and coordinate the coverage updates.
- Provided an update regarding the group dental insurance coverage for employees. The prior company had been sold and the new company does not offer group plans. Individual plans with the new company have been secured to assure there is no lapse in coverage. Will be working with insurance agent to research option for less expensive group coverage.
Upcoming calendar items were reviewed as follows:
- Filing period for the Annual Election runs from Tuesday, January 3 until January 17.
- The Annual Audit will begin on January 23rd.
- The County/Township Roads meeting on January 30th.
- The Preliminary Budget/Road Construction Bids Meeting on January 31st at 10 am..
- The Ideal Town Board Meeting on Monday, February 13th.
- Township Association L&R Meetings on February 21-22 in St. Paul.
