Board Meeting December 2010

The Meeting was called to order by Supervisor Brandt at 7:00 p.m. with the Pledge of Allegiance.  All members were in attendance.

Motion by Wortham, seconded by Plein to accept the minutes of the November 8th, 2010 Board Meeting and November 1st Special Meeting as presented.  Carried – unanimous

Motion by Wortham seconded by Plein to accept the Treasurers report for November, 2010, check #16698 through check #16848, totaling $106,415.71 .  Carried – unanimous

Motion by Brandt, seconded by Plein to pay all bills presented for payment by the Clerk, check #16849 through check #16883, totaling $73,985.31.  Carried – unanimous

Retired Ideal Fire Fighter Dave Badger presented the board with a proposal for a fire truck display project. Badger explained the display would be attached to an existing building and would include a glass display enclosure that would show the old pumper, fire dept. memorabilia, a time capsule and kiosk for fire department history and recognition of financial donors.  The estimated cost was $16,000 for materials with no tax money being used.  Mr. Badger explained an $8,000 donation from a local organization was pending and an $8,000 individual donation would be received in January for the construction costs with the labor being volunteer.  The townships responsibility would include obtaining the building permit, insurance on the building, remove a few trees, locate any power or water lines and relocate if necessary and maintenance on the building after construction.  The board was slightly concerned about removing some of the park area and agreed to mark of the proposed location to get a better idea of the space needed. 

Motion by Brandt, seconded by Wortham, to accept the proposed fire truck display following the above stated guidelines as presented by Mr. Badger.  Carried – unanimous

Cindy Hidde and Gerry Brine presented a zoning request change for the Red Cedar Hills Partnership.  The current zoning does not meet the counties current requirements and the property owners requested a conditional use permit and a PUD for the common interest community.  After much discussion, the board agreed to do further research on the request and meet again in January with Cindy Hidde to go over any concerns or further questions.

Vic Kreuziger questioned what was discussed at the November 1st meeting.  Supervisor Brandt explained the board discussed procedures and possible changes at the Transfer Station.  Mr. Kreuziger also suggested the road and bridge budget be reduced as it is half of the yearly budget.  The board explained they have looked at the road and bridge budget and feel it is a reasonable amount to keep our roads in good condition, noting the amount currently budgeted is far under the states formula for road and bridge allotment based on our tax capacity.   Kreuziger asked the board if the township would be submitting a position to the county regarding the pending ordinance changes.  Brandt explained further meetings were scheduled and the township would be submitting their comments after all meetings were complete.  Kreuziger requested information regarding the recent fire at Boyd’s Lodge.  The board stated there was no further information available at this time.

The Road and Bridge report was as follows:

  1. Supervisor Brandt reported on snowplowing efforts in the township.
  2. Sentence to Serve has been working with the maintenance department to remove dead and down trees along the road right of way.
  3. There were no safety incidents.

Supervisor Brandt presented a proposal to purchase a new International 7400, 2011, plow truck from Austad Ford.  With the state purchasing agreement, the price would be $147,288, with no sales tax being applied.  Several financing options were provided and after review, the board felt a two year loan at 4.9% and splitting the payments between July and January was the best option. Vic Kreuziger questioned the need for the new truck.  Brandt explained we could take delivery on the truck on January 1st, 2011, and defer payments until July and other townships were looking to purchase the old truck for $25,000.  The township had scheduled to purchase a new truck in the budget in previous years but has held off.  The 2011 truck meets all emissions requirements that will be changing if we wait to order another truck later in the year, costing the township additional monies.  

Motion by Brandt, seconded by Plein, to purchase the International 7400, 2011, plow truck from Austad Ford at a cost of $147,288 and finance the purchase over two years, making four payments at a rate 4.9% and to sell the current truck to Oak Lawn Township for approximately $25,000.  Carried – unanimous

There was no report for the Fire Department.

There was nothing new to report on Park and Recreation.

The Transfer Station report was as follows:

  1. Supervisor Plein reported the brush pile has been burned.
  2. The new 2011 permits have been ordered and an updated disposal guide was in the works.

Brandt reported on proposed rezoning request for the Schweiters at Boyd Lodge.  The board felt the request was reasonable and would submit comments to the county before the next meeting.

There being no further business to transact, the meeting adjourned at 8:30 pm.
