The meeting was called to order by Supervisor Wortham at 7:00 P.M. with the Pledge of Allegiance. All members were in attendance.
Motion by Brandt, seconded by Plein to accept the minutes of the July 14th, 2008 Board Meeting as read. Carried - unanimous
Motion by Brandt, seconded by Plein to accept the Treasurers report for July, 2008, check #14992 through #15057, totaling $140,478.58. Carried - unanimous
Motion by Plein, seconded by Brandt to pay all bills presented for payment by the Clerk, check #15058 through check #15089, totaling $160,523.30. Carried - unanimous
Sheriff Todd Dahl was in attendance to address any concerns or issues the board or residence may have. A discussion regarding public safety, new programs in affect in the county to help keep inmates out of trouble, neighborhood watch and impaired driver enforcement took place.
Vic Kreuziger addressed the board regarding a recent letter sent to Crow Wing County Planning and Zoning concerning his request to amend the official zoning ordinance involving section #11.3 related to SR 1 ad SR 2 Shoreland Residential districts. Mr. Kreuziger disagreed with the wording the board chose and questioned the justification of the letter. The board explained their comments were facts and were consistent with the Ideal Comprehensive Plan, citing deteriorating water quality as a major issue. The board suggested the variance process as an option for Mr. Kreuziger rather than amending the official zoning ordinance. A long discussion took place with no resolution being agreed upon among the parties.
The Road and Bridge report was as follows:
- Supervisor Brandt reported the poison ivy along Ruttger Road had been sprayed twice and an additional application would be applied within the month.
- The road ditches have been mowed.
- The maintenance department has been busy cleaning the building for the Beef Feed on Wednesday.
- Brandt reported the 2008 road construction was near completion, however, he had several issues to discuss with Anderson Brothers before the final payment is released.
- Brandt gave an update on the traffic counts on Silver Peak Road.
- There were no safety incidents.
Brandt reported Chuck Lane requested the township accept a new road off of Ossawinnamkee. Brandt believed the road should be accepted after the sign at the entrance of the road is moved off of the Right of Way. Brandt requested Supervisor Wortham and Plein inspect the road and give their input.
Brandt reported on a request to vacate a 225 foot portion of Cakadikomeg Road off of Forest Knolls Road. The same request was addressed in September 2006 and the board took the same position; the residents could petition Ideal Township to vacate the road and if successful, it then could petition the district court and then it could be split among the adjacent land owners.
Brandt advised the board of a recent meeting he attended with Breezy Point, Jenkins and County officials to address the need for improvements on Bushman and Nelson Roads. Another meeting was held to amending the current joint road maintenance agreement between Breezy Point and Ideal.
Resident Fred Swenson requested several dead birch trees be removed along Butternut Point Road near his home on the road right of way. He also requested the board consider resurfacing the last portion of the road in the near future as it is in bad condition. Supervisor Brandt advised Mr. Swenson that he would meet with him at the location and have the dead trees removed if necessary.
The Fire Department report was as follows:
- There were 3 emergency runs the previous month.
- Chief Ron Schultz advised the board that the specification for a new tanker/pumper would be ready in September.
- Schultz reported on a recent walk through the department did at the Crow Wing Coop building on Highway 1.
- There were no safety incidents.
A discussion took place regarding charges for fire calls. Chief Schultz advised the board that it has not been the practice to charge Ideal residents for fire calls, only calls outside of the township in contract areas have been charged as stated in the agreement.
The Park and Recreation report was as follows:
- Supervisor Plein reported the new trees have been installed at a cost of $875 and a new planter was being looked into.
The Transfer Station report was as follows:
- Supervisor Plein he was currently working on the new disposal policy guide.
- The brush pile was burned last week.
- Brandt suggested a recycling bin be place in the town hall and at the park.
- Brandt reported Crow Wing County will provide and install 2 Transfer Station signs on Cty Road 16 as requested a year ago and charge the township.
Brandt reported the maintenance building was coming along nicely and a completion date of August 28th was hopeful.
Brandt reported on a zoning change request from Peaceful Harbor had been retracted and a new inspection policy was in the works for all permits issued through the county Planning and Zoning.
