The clerk called the meeting to order at 8:00 P.M. with the Pledge of Allegiance. There were 25 residents in attendance.

Nominations were called for moderator of the 2010 Township meeting. Motion by Ron Schultz, seconded by Jim Schubert to name Bill Wortham moderator. Wortham was named moderator by acclimation.

Motion by Jim Brandt, seconded by Judy Wallschlaeger, to accept the minutes of the 2009 Annual Meeting as presented. Carried

Moderator Wortham requested the results of the Ideal Township Annual election. Following are the results presented by the Election Judges: Supervisor , 3-year term Bill Wortham 28 votesBased on the election results, Bill Wortham was declared winner of the 3-year supervisors position.

The Township banking policies were discussed. Motion by Jim Brandt, seconded by Judy Wallschlaeger, to use any or all banking facilities in the Pequot Lakes, Crosslake and Pine River areas. Carried

Motion by Ken Stoltman, seconded by Lynn Scharenbroich, to use the Lakes Country Echo of Pequot Lakes as the primary publication for the Township. Additionally, the Pine River Journal and Northland Press should be used when announcing special meetings and elections. Carried

The date and time for the 2011 Annual Meeting and Election was set. Motion by Jim Brandt, seconded by Judy Wallschlaeger, to hold the Annual Election between the hours of 5 pm and 8 pm with the Annual Meeting to begin at 8 pm. All will take place at the Ideal Town Hall on March 8th, 2011. Carried

Jim Brandt gave the Road and Bridge update.

  1. In 2009, Ideal resurfaced portions of Trout Lake Drive, Wabigoniss Shores Road and South Arrowhead Drive. The Northside Fire Station Helicopter pad, driveway and parking lot were newly paved.
  2. Performed cracking sealing on Forest Knolls, West Clear Lake, Winnamakee Shores, Star Lake Camp Drive, Gasink Road, Valhalla, Little Whitefish, Silver Peak Road, Milinda Shores Road, Long Farm Road and North Point Drive.
  3. Got permission from a home owner to establish a turn around at the end of Wabigoniss Shores Road.4. Made repairs on several roads with hot and cold mix.
  4. Trimmed trees on several miles of road right of way and treated some noxious weeds.6. Requested residents remove newly placed landscaping in the township Road Right of Way.
  5. Solved the moisture problem in the new maintenance building.
  6. There were no safety incidents in 2009.

Chief Mike Clasen gave a presentation regarding the Ideal Fire Department.

  2. The Department had 42 emergency runs in 2009.
  3. The Department is currently at 29 active fire fighters.
  4. One fire fighter resigned from the department.
  5. Engine 21 was put into service at Station II and Grass Rig 22 was put in service thanks to generous donations from the Ideal Community Service Organization and the Crosslake/Ideal Lions.
  6. The department received several grants from the State of Minnesota, the DNR and CWPL for Wild land Gear and continued training.
  7. The department is planning to see if the ISO rating at Station II could be lowered in the coming year.8. The department is waiting to hear from FEMA regarding a grant submitted to renovate the fire hall.
  8. There were no safety incidents.

Chief Clasen answered questions from resident Vic Kreuziger regarding the Beef Feed proceeds. Chief Clasen explained the proceeds were divided among the relief association and purchasing additional equipment for the department. In addition, Clasen explained the need to have a certain number of fire fighters on the department to cover various times of the day and state requirements for the minimum number of members.

John Plein reported on the Ideal Transfer Station and Recycling Center. The center collected 74,460 Lbs. of recyclable materials in 2009, which was up 10% from 2008. The disposal guide was updated for 2010 to include new regulations and to highlight specific concerns. Improvements made in 2009 included expanded information on the township website, replaced outhouse with portable toilet that is serviced regularly, took steps to reduce loitering and scrapping at the station and fees were adjusted for some items. There were no safety incidents at the Transfer Station in 2009.

Supervisor John Plein reported on the goals for the Parks Department in 20010 and beyond which included: adding/upgrading equipment at the playground, planting more trees along the backside of the ball field and playground, complete raised planter for south corner, increase safety awareness on Butternut Point Road and begin expansion of the sprinkler system for the ball field.

The 2011 budget proposal was discussed. The proposed budget for 2011 was $820,000, which was a zero percent increase from 2010. Supervisor Wortham explained some of the upcoming expenses the Township expected for 2011. Residents questioned whether this was financially feasible for the township without falling behind. Wortham explained after much research and deliberating, the board members agreed the township could hold the budget steady for the following year without a financial hardship.

Resident Vic Kreuziger questioned what portion of the budget could be contributed to staff costs. The clerk gave estimates of the approximate expense incurred through staffing costs.

Motion by Frank Wallschlaeger, seconded by Judy Wallschlaeger, to set the 2011 Ideal Township Budget at $820,000. Carried

The salary of the Ideal Township Board was discussed. The meeting rate and hourly were adjusted last year to $150 for meetings and the hourly rate of $17.50.

Motion by Ron Schultz, seconded by Judy Wallschlaeger to leave the supervisors salary at there current rate. Carried

Vic Kreuziger questioned who was responsible for removing the snowmobile signs placed on the lakes in the area. Tom Hecker from the Ideal SnoPros advised Mr. Kreuziger that the SnowPros would begin removing the signs within the week.

Supervisor Brandt gave a report on the proposed tower ordinance change in the township and advised anyone with comments to get in touch with him for the scheduled hearing.
Motion by Jim Brandt, seconded by Ron Schultz, to adjourn, as there was no further business to discuss. Carried
