Board Meeting September 2015

The meeting was called to order by Supervisor Wortham at 7:00 p.m. with the Pledge of Allegiance. All Board members were in attendance. The Clerk and 3 other persons were also present.

Motion by Bilek, seconded by Peterson to accept the minutes of the August 10th Board Meeting as presented. Carried unanimous.

Dave Johnson spoke regarding installing speed monitor/display signs on Ossawinimakee Road similar to those now in use in Pequot and Merrifield. He felt having the displays would help improve safety on the road as there are often pedestrians. The cost is approximately $6600 for two displays. Supervisor Peterson questioned whether Breezy Point would share the cost as the road is shared with them. He will call the Breezy Police Department to ask that the speed monitor trailer be placed on the road.

Dale Orred presented a donation of $250 to the Board for the Fire Station II fund.

Supervisor Wortham presented the Road and Bridge report as follows:

  1. Crew has been catching up on mowing. An additional mower was rented to help get all mowing completed.
  2. New employee is working well at the Transfer Station and helping out with maintenance.
  3. The crew moved the leaf pile at the Transfer Station.
  4. Work on South Road/Boat Street will begin soon in support of the fire boat station. The road will be repaired and a gate installed. Gate will be opened once the ice season starts.
  5. The shouldering attachment has been repaired.
  6. Various potholes have been filled.

Supervisor Peterson reported on fire department issues:

  1. He had attended the department monthly and relief association meetings.
  2. Preparing to sell the rescue van R16 that will be replaced by the new rescue pumper expected to arrive in March. Planning to begin advertising the old truck for sale beginning in January.
  3. Discussed that the Relief Association Annual Report lists the Town Board Chairman as liason.
  4. The cash flow of the Capital Projects fund and payments on the new fire truck was discussed.

Dale Orred asked if the new fire truck would be tested to confirm that it can fit down all the township roads. The new truck is no wider or taller than current vehicles so there should be no issues, but the Board will ask the department to confirm and let the Board know if additional clearing is needed. Bob Uppgaard said that the crews that work on trails at the Uppgaard Wildlife area are working to make sure trails are wide enough for emergency vehicle access.

Supervisor Bilek presented the Transfer Station/Recycling Center report as follows:

  1. There continues to be increased activity, volume, and receipts at the station.
  2. New hire is working out well to assist and monitor activities at the station.
  3. The station has been cleaned up.
  4. Have received an estimate to install two new concrete pad areas for cardboard and appliances totaling $10,600. These areas are intended to help keep areas neat and organized. Motion by Bilek, second by Peterson to approve the project. Carried unanimous.
  5. Reflective vests will be obtained for the attendants to help with safety and identification.
  6. A survey of the Transfer Station property was proposed at a cost of $2900 including a Certificate of Survey. Once the property lines are marked, the maintenance crew will brush and post the perimeter for no hunting & trespassing so that the prohibition can be enforced.

Peterson asked to check on the status of the Conditional Use Titles for the Transfer Station property. The township attorney had reviewed the issue, and the Clerk will report on status.

Wortham reported that work days are planned soon to do the cutting and splitting of firewood collected at the transfer station. Volunteers, the maintenance crew, and the sentence-to-serve crew will assist.

Supervisor Peterson presented the Park and Recreation report as follows:

  1. The two dead bushes on the north side of the town hall have been replaced.
  2. He will ask the maintenance crew to work on removing weeds inside the playground area. Should look at spraying the weeds.
  3. The Bike Around Minnesota group had been at the park and donations were accepted. The clerk presented a check for $190.18 that is the balance after all expenses.

Motion by Peterson, second by Bilek to accept the treasurer’s report for August as presented. Report includes receipts #4948 through #4969 totaling $33,144.98 and disbursements #IRS080515 through #20056 for total of $45,662.70. Carried unanimous.

Motion by Peterson, second by Bilek to approve the September claims as presented; claims #42073 through #42110 totaling $242,539.55. Carried unanimous.

There being no further business to transact, the meeting adjourned at 8:20 pm.
