Board Meeting September 2001

The meeting was called to order by Chairman Taylor at 7:00P.M. with the Pledge of Allegiance.  Treasurer Brine was not in attendance.

Motion by Wortham to accept the minutes of the August  13,2001 meeting as read. Carried - unanimous

Motion by Badger to accept the minutes of the special meeting held August 27, 2001 as read. Carried - unanimous

Motion by Wortham to accept the minutes of the special meeting held September 6, 2001 as read by the clerk. Carried - unanimous

Motion by Badger to approve the treasurer's report for the month of August as presented. Carried - unanimous

Motion by Wortham to pay all September bills presented for payment by the clerk. Carried - unanimous

Clamshell Lake property owners in attendance would like the Town Board to become involved with PUD's and land use in Ideal Township.  The Board would like to be in a position to advise CWC Planning and Zoning on these issues.  It was suggested that John Erickson be invited to speak on land use at the next Board meeting.

Motion by Badger to have the clerk write another letter to CWC Planning and Zoning referring to a previous letter concerning density.  Carried- unanimous

Frank Schneider expressed his appreciation for the way his road has been maintained this summer.  Additionally, as a member of the Centennial Committee, he requested that the fire department give rides to the children during the 2002 celebration.

Dan Chisholm suggested that the toilet in the women's bathroom be replaced as it has been malfunctioning .

Motion by Wortham to replace the toilet in the women's bathroom. Carried - unanimous

The road and bridge report was as follows:

  1. The new tractor was delivered but had the wrong mower attached.
  2. Wondered if Timothy Township should be at the October meeting to discuss tree trimming on their roads.
  3. There have been not safety incidents.

Bach said he would contact Timothy township and discuss tree trimming issues and rates.

The fire department report was as follows:

  1. There has been a $1200 donation to the fire department which will be used to purchase needed equipment.
  2. Want to buy 2 air masks at a cost of about $900.00.
  3. There were 2 fire runs the previous month.
  4. The department is working with a property owner on Butternut Point Rd relative to a new dry hydrant.
  5. There have been no safety incidents.

Motion by Badger to purchase two air masks at a cost of about 900.00. Carried - unanimous

Motion by Badger to pay Dave Berry, Charlie Caughlan, and Bob Olson $25.00 for expenses incurred while checking driveways for accessability.  Carried - unanimous

The purchase of a new pumper truck was discussed at length.  Badger reiterated his reasons for opposing the purchase of an aerial device. The list is attached.  Pros and cons were also raised by Taylor, Wortham, and Chief Schultz.

Motion by Badger to purchase a new pumper similar to #9515 to be delivered in 2003. Motion failed.  Badger-aye, Taylor-nay, Wortham-nay

Motion by Badger to delay purchasing a replacement for #9511 until the year 2006. Motion failed.  Badger-aye, Taylor-nay, Wortham-nay

Motion by Wortham to purchase an aerial device (ladder truck) similar to the truck previously examined by the Board to be delivered in 2003.  Carried  Badger-nay, Wortham-aye, Taylor-aye

The clerk was asked by Badger to read a letter he submitted in which he resigned his duties as fire department liason.

There was no new information concerning the building to be constructed at the transfer station by Crow Wing County and STS personnel.

Motion by Taylor to combine the offices of clerk and treasurer as passed by referendum at the 2001 annual election. Carried - unanimous

The candidates for the clerkJtreasurer position were discussed and the applications reviewed.

Motion by Wortham to have the clerk offer the new position of Township Clerk Treasurer to Deana St. Pierre. The salary offered is $12.00 per hour plus health and life insurance. Carried - unanimous

There being no further Township business to transact, the meeting adjourned at 9:20P.M.

3. PROTECTING EXPOSURES- PLANNING AND ZONING ONLY ALLOWS A TWO STORY STRUCTURE IN OUR TOWNSHIP. NO HAS BEEN PRESENTED STATING PROTECTING BUILDING EXPLOSURES FROM A PUMPER- LADDER TRUCK IS BETTER THAN PROTECTING EXPOSURES FROM THE GROUND.

4. REPLACEMENT POLICY?  A NEW ONE? WHAT IS IT? WHAT IS THE FUTURE?

5. VENTILATION

    a. VENTING A STRUCTURE- FROM THE ROOF IS ONLY EFFECTIVE IF IT IT DONE DIRECTLY ABOVE THE FIRE. DUE TO RESTRICTIONS AND SIZE OF BUILDING A LADDER FROM A VEHICLE WILL ONLY REACH A PORTION OF EA. STRUCTURE.
    b. VENTING OPTIONS
        i. HORIZONTIL VENTILATION
       ii. POSITIVE PRESSURE VENTILATION
    c. SOME COMMUNITIES AND FIRE DEPTS. HAVE ADOPTED A POLICY DIRECTING FIRE FIGHTERS TO AVOID ALL ROOFS DUE TO HAZARDS TO THE FIRE FIGHTER.

6. WATER SUPPLY
