The meeting was called to order by Supervisor Wortham at 7:00 P.M. with the Pledge of Allegiance. All members were in attendance.
Motion by Brandt, seconded by Plein to accept the minutes of the September 18th, 2006 Board Meeting as read. Carried - unanimous
Motion by Brandt, seconded by Plein to accept the Treasurers report for September, 2006. Carried - unanimous
Motion by Plein, seconded by Brandt to pay all October bills presented for payment by the Clerk, check number 13716 through check number 13741, totaling $86,258.29. Carried - unanimous
Dave Johnson suggested a street light be placed at the corner of Highway 39 and Highway 11 due to poor visibility. The Board agreed to make this suggestion to the County Highway Department.
A resident from West Arrowhead Drive expressed concern over the condition of the road. Supervisor Brandt and Maintenance worker Rahm did an onsite inspection of the road earlier in the day. A long discussion regarding possible solutions took place. The Board agreed to discuss options with Timothy Township as they are responsible for the majority of the road and keep the residents informed of their progress.
The Road and Bridge report was as follows:
- Supervisor Brandt reported West Shore Drive has been paved.
- The Winnamakee Shores turn around has been completed.
- The water at the park sprinklers and restrooms has been turned off for the season.
- The salt/sand mix is ready.
- Maintenance Department brushed Gasink Road.
- There were no safety incidents.
Supervisor Brandt reported the new plow truck was received but had to be returned to the manufacturer to fix a problem with the battery covered under warranty.
Brandt advised the board on a request from a developer to have the township take a recently constructed road over off of Ossawinnamakee Road. Brandt did an onsite inspection and advised the developer of a drainage issue that needed to be resolved before the township would consider such a request.
Brandt reported culvert replacement would take place on Wabigoniss Shores on Monday, October 23rd. The road would be closed from approximately 7 am to 4 pm.
Supervisor Wortham advised the Board of a recent meeting he had with Mr. Jaeger from the DNR. Mr. Jaeger requested the township advise him of any township lake easements that we would like to some improvements done to, such as docking or a ramp. The board agreed to take a look at such situations and advise the DNR.
The Fire Department report as follows:
- There were 3 fire runs the previous month.
- Ken Stoltman reported on a house burn on Highway 1 used for training.
- Stoltman requested dormers be constructed on the doorways at Station 2 to keep the ice build up down.
- Three of the four new fire fighters were attending Fire Fighter 1 training.
- Effective December 2006, the new ISO fire rating for residence within five driving miles of Station 2 would be a 9.
- There were no safety incidents.
The Board questioned the possibility of improving the fire rating at Station 1. Ken Stoltman agreed to look into any possible options.
There was nothing new to report on Park and Recreation.
The Transfer Station Report was as follows:
- Brandt reported the transfer station would no longer be accepting hazardous waste until next May.
- The last Wednesday that the transfer station would be open is November 15th. The hours for the winter would be Saturdays only, from 8 am to 5 pm.
A discussion regarding the road and bridge budget in relation to the taxable market value of the township took place.
Brandt presented a letter received from Brad Scott from the City of Breezy Point regarding the Debee Cartway Petition. Mr. Scott asked for the boards input regarding possible routes for the Cartway. After a long discussion, the Board unanimously agreed that Forest Knolls was not an option and suggested Bushman Road as an alternate route. Brandt agreed to send a letter of recommendation to the City of Breezy Point expressing the boards preference.
Brandt reported on the new dog ordinance policy the County planned to enact.
