The meeting was called to order by Supervisor Wortham at 7:00 P.M. with the Pledge of Allegiance. All members were in attendance.
Motion by Brandt, seconded by Plein to accept the minutes of the September 10th, 2007 Board Meeting as read. Carried - unanimous
Motion by Brandt, seconded by Plein to accept the Treasurers report for September, 2007. Carried - unanimous
Motion by Plein, seconded by Brandt to pay all bills presented for payment by the Clerk, check #14401 through check #14441, totaling $35,037.14. Carried - unanimous
Kathy Limmerman gave an update on the recent meeting with the Crow Wing County Board of Commissioners regarding the Boyd Lodge redevelopment. Limmerman stated the Board postponed the discussion until November because a petiton had been received by the county to conduct an Environmental Impact Worksheet.
The Road and Bridge report was as follows:
- Supervisor Brandt reported on a new road recently constructed off of Ossiwinmakee by developer Chuck Lane. After several onsite inspections, Lane was advised the road had several problems that needed to be fixed before the township would consider taking the road over. Lane has hired an independent firm to inspect the road and provide an evaluation to the township.
- Brandt advised the Board of several issues recently resolved on Butternut Point Road, which included a mailbox needing replacement, power poles being moved by the power company, and the determination of Bass Lane being considered a public road but not a township maintained road.
- The maintenance department has been working on removing downed trees, repairing washouts, mowing ditches, and preparing equipment for the winter season.
- Brandt has scheduled a meeting with Breezy Point to discuss the current road share agreement between the municipalities.
- There were no safety incidents.
Brandt advised the Board that after several improvements, Bill Grunewald again requested the township take over Rustic Ridge Road.
Motion by Brandt, seconded by Plein to accept Rustic Ridge Road as a township maintained road, consisting of approximately seven tenths of a mile. Carried - unanimously.
Brandt reported on a letter recently received by the Crow Wing County Highway Department regarding a federally funded township signing program that would improve signage and remove and/or replace deficient signs and provide a data base and tracking system for the township. Ideals portion would be approximately $5,000 or 10% of the estimated $50,000 cost and would be carried over a two year period.
Motion by Brandt, seconded by Wortham to participate in the signing program through Crow Wing County. Carried - unanimous.
Brandt presented three separate bids from Anderson Brothers to repair a driveway on Butternut, pave an extended portion of the parking pad and pave the area in front of the Snopros building.
Motion by Brandt, seconded by Wortham, to have the driveway repaired and the extended portion of the parking pad paved only at a cost of approximately $3,400. Carried - unanimous
The Fire Department report was as follows:
- There was 2 emergency runs the previous month.
- Chief Schultz advised the board that the new grass rig had been painted and striped.
- The Cuyuna Range Mutual Agreement was near completion.
- The department was testing several thermal imagers and planned to purchase one in the near future, hopefully with grant funds recently applied for.
- Ken Stoltman planned to attend the Chiefs conference in Rochester this year.
- There were no safety incidents.
Chief Schultz advised the board that Elijah Kramer was resigning from the Fire Department and that after 30 years, he (Schultz) would be retiring effective the end of the year.
The Park and Recreation report was as follows:
- Supervisor Plein gave an estimate of $2,190 to have the sprinkler system expanded and timed by automatic controllers around the pavilion and the corner on Hwy 16.
- A discussion took place on the current and proposed sprinkler system along with the proposed new trees to be planted on the corner of Highway 16. The total cost for the improvement was approximately $500 over the proposed 2007 Park budget.
Motion by Brandt, seconded by Wortham, to accept the bid for the sprinkler system and the trees. Carried - unanimous.
The Transfer Station report was as follows:
- Brandt reported the appliances and metal had been bailed and removed.
- Supervisor Wortham suggested a new sign be purchased to be placed on Highway 16 to indicate the location of the Transfer Station along with larger printing so to be seen from the roadway.
The clerk advised the board of the upcoming Crow Wing County Township Association meeting scheduled for October 22 at 7pm.
Brandt reported the Kehring Cartway has been filed with the County Recorder and has been accepted.
