The meeting was called to order by Supervisor Wortham at 7:00 P.M. with the Pledge of Allegiance. All board members were in attendance.
Motion by Brandt, seconded by Plein to accept the minutes of the November 9th, 2009 Board Meeting as read. Carried - unanimous
Motion by Brandt, seconded by Plein to accept the Treasurers report for November, 2009, check #16021 through #16074, totaling $66,472.02. Carried - unanimous
Motion by Plein, seconded by Brandt to pay all bills presented for payment by the Clerk, check #16075 through check #16141, totaling $42,884.88 Carried - unanimous
Joshua Trujillo gave a presentation regarding an upcoming community film project in our area, called "We Jugglers".
Representing WALA, David Moe, addressed the board regarding the 1% Lodging Tax. Mr. Moe suggested contacting other entities who collect lodging tax for ideas and procedures for collecting delinquent tax and enforcing compliance. The clerk agreed to contact the Minnesota office of tourism for suggestions.
Breezy Point Police Chief Kevin Merschmann spoke briefly regarding crime in the area and the use of the speed radar trailer.
Attorney Gerry Brine presented a resolution to establish Silver Peak Road as a public roadway to address a recent issue that was brought to the townships attention through a real estate transaction. Brine suggested the property owners obtain a survey and that the township attempt to get approval from several other property owners along Silver Peak to obtain a 66 foot right of way.
Motion by Brandt, seconded by Plein, to work with Gerry Brine to develop a resolution for Silver Peak Road and to attempt to obtain approval from other property owners to establish the 66 foot right of way to avoid future disputes. Carried - unanimous
The Road and Bridge report was as follows:
- Supervisor Brandt reported the maintenance department has plowed three times so far this year.
- The injector problem on the plow truck has been resolved.
- Brandt reported the exchanger has been installed in the maintenance building to solve the moisture problem.
- The noxious weed report has been completed.
- Brandt presented a joint powers road agreement with Pequot Lakes for approval.
- Cell phone boosters have been installed in the townhall and maintenance building.
- There were no safety incidents.
Motion by Brandt, seconded by Plein, to enter into a joint powers road agreement with Pequot Lakes as presented. Carried - unanimous
The Fire Department report was as follows:
- There were 6 emergency runs the previous month.
- Chief Clasen reported the department received a donation of $8000 from the Crosslake/Ideal Lions and $2000 from ICSO to purchase a used pickup truck.
- The department obtained a used school bus for training purposes.
- The department was still waiting to hear if they qualified for the federal grant to upgrade the fire hall.
- A grant in the amount of $3,900 was obtained for training in 2010.
- The 2009 fire fighters compensation has been submitted for payment.
- The false alarm fee of $250 was discussed and the possibility that an increase should be implemented next year.
- Chief Clasen requested the board approve the second half of the yearly contribution, $5,000, be approved.
- There were no safety incidents.
Motion by Wortham, seconded by Plein, to approve payment of the second half contribution of $5,000 to the relief association. Carried - unanimous
There was nothing new to report for Park and Recreation.
The Transfer Station report was as follow:
- Supervisor Plein reported that the Transfer Station was only open Saturdays for the winter.
- Plein was planning on updating the disposal guide.
- Supervisor Brandt suggested numbered receipts be used instead of the current method being used.
Supervisor Plein was working on installing a content management system for the website to allow additional users to update information.
The clerk requested the board give approval for the clerk to select qualified election judges for the March township election from the list provided by the county auditor. The board agreed.
Supervisor Brandt reported on several planning and zoning issues which included the approval of Driftwoods request for rezoning and denial of the Vern Steffen variance request regarding a boathouse..
Brandt reported that someone with a 4-wheeler has been stealing the wood stored at the Transfer Station that is intended for Big Island. Brandt is looking into who may be responsible for the theft.
