Board Meeting October 2011

The Meeting was called to order by Supervisor Brandt at 7:00 p.m. with the Pledge of Allegiance. All members were in attendance.

Motion by Wortham, seconded by Plein to accept the minutes of the September 12th, 2011 Board Meeting as presented. Carried-unanimous

Motion by Wortham, seconded by Plein, to accept the Treasurers report for September 2011, check #17380 through check #17406, totalling $57,633.50. Carried - unanimous

Dale Orred presented the Ideal Fire Department Station 2 with a $250 donation and thanked the township maintenance crew for cleaning up the road right-of-way of many downed trees.

The Road and Bridge report was as follows:

  1. Supervisor Brandt reported the crack sealing has been completed for 2011 with a few minor issues in need of repair.
  2. The maintenance department removed dead trees along the road right-of-way and completed another pass of mowing.
  3. Brandt reported Wild Acres Road would be upgraded to a point for paving in the future.
  4. Brandt reported on a corridor study meeting he attended regarding County Road 11.
  5. The township recently requested a resident to remove landscaping that was in the road right-of-way.
  6. Supervisor Wortham suggested additional street sweeping. Supervisor Brandt agreed to contact the maintenance department with the suggestion.
  7. There were no safety incidents.

The Fire Department report was as follows:

  1. There were 12 emergency runs the previous month.
  2. The department presented a propane contract with Lakes Gas Company for the season.
  3. Clasen reported on the recent brush fire near the transfer station on Hwy 16, which a permit was obtained by the township.
  4. Last month's drill was a live burn using a flash-over trailer.
  5. The department will be interviewing several applicants to fill the 3 current vacancies on the department.
  6. The Chief's Conference is scheduled for this month with Chief Clasen and Assistant Chief Stoltman attending.
  7. There were no safety incidents.

The Park and Recreation report was as follows:

  1. Supervisor Plein reported on the possibility of purchasing a teacup style merry-go-round for the park.
  2. The fire truck display is in progress behind the park area.

The Transfer Station report was as follows:

  1. Supervisor Plein reported some of the Big Island firewood was consumed by the recent brush fire.
  2. The hazardous waste and electronics have been picked up and there would be no further hazardous waste collected until next spring.
  3. Supervisor Plein presented a user report and a new duties list for the attendant.
  4. There were no safety incidents.

Brandt reported on the recent Lakes Area Restorative meeting with the juveniles who committed vandalism at the town hall. The parents attended, along with the offenders and agreed to pay for the damage and explained how the juveniles personally earned the money to pay for the clean-up and the required community service.

Brandt reported on several variance requests presented at the county level, including a request from Piney Ridge, which is now bank-owned. The township is requiring a storm-water plan in order to support the request. If a storm-water plan was in place and all other setbacks and requirements were followed, the board supported a proposal of two 4-plexes, if the county approved the variance.

An additional subdivision request with a preliminary plat at the north end of Ossiwinimakee off of Strawberry Lake Road was reviewed. The board agreed to do further research before making a recommendation.

Steve Ogden requested a variance for the sewer on his property on Pig Lake. The board requested a detailed plan be presented at the next meeting.

Crow Wing County requested the township review the current land use map and forward any comments to the County by November 1st.

Supervisor Brandt reported on the recent Association of Townships meeting regarding road signs, gas tax and sales tax.

The board discussed the current process of collection tax for WALA through the township. The board agreed to discuss additional methods for collecting the lodging tax.

There being no further business to transact, the meeting adjourned at 8:37 p.m.
