The meeting was called to order by Supervisor Brandt at 7:00 p.m. with the Pledge of Allegiance. All members were in attendance.
Motion by Wortham, seconded by Brandt to accept the minutes of the May 14th, 2012 Board Meeting as presented. Carried unanimous.
Dave Badger presented an update to the Board regarding progress on the Fire Department Display Project. The sidewalk to the display building is being installed, and another group is working on details for lighting the display. Badger explained they are working on plans to have a button on the outside of the building that would turn on the lights inside and would be on a timer. They are also considering a button that would allow visitors to hear the fire truck siren. There is no completion date set at this time.
Supervisor Brandt reported on the vacancy on the Board. He explained that the vacancy can by filled by appointment by the Board and that the Clerk can vote on the appointment. The appointed person would have to run in the next election in March 2013 and if elected would serve until the end of the replaced member’s term which would be in 2014. Township Board members must be at least 21 years of age and be a resident of the township for at least 30 days.
Brandt then motioned to appoint Dave Badger to fill the vacancy. Mr Badger accepted the nomination. Carried unanimous.
The Road and Bridge report was as follows:
- Maintenance crew has been mowing roads for the first pass of season.
- Regarding non-compliant mailbox on Northview Harbor Drive, the Board has sent certified letter informing resident of condition and providing information for proper mailbox install. If condition is not rectified within 60 days, township staff will replace the mailbox at the resident’s expense.
- At the request of residents in the area, a new stop sign has been installed at intersection of Ruttger Road and Whitefish Point Road.
- Brandt reported on request that a section of Butternut Point Road be re-routed. The Board had stated previously that the cost of the re-routing would be entirely the requesting party’s responsibility. Brandt reported that the residents are not interested in pursuing at this time.
- Crack sealing work is underway on several township roads.
- Work was underway to prepare gravel roads for paving to be started soon.
- An agreement had been reached to share cost of paving for Storage Park Road with property owners.
- Trees down on several roads have been taken care of.
- Brandt has reviewed request for new driveway on Weaver Lake Road and determined a safe location.
- The yearly salt/sand contract has been received through the state’s Cooperative Purchasing Venture.
- Brandt reported on recent request to vacate a road. Case was reviewed and determined that the township cannot vacate said road as other residents are still using it for access.
- There were no safety incidents.
The Fire Department report was as follows:
- There were 7 emergency runs in May including 4 medical, 2 false alarms, and 1 vehicle. Total year-to-date is 42 calls.
- Chief Clasen reported on the training exercise held at the old Piney Ridge Resort property. Several area departments were in attendance as the cabins were burned and the county conducted emergency response training. A discussion continued regarding requirements for doing structure burns including the removal of all hazardous materials.
- The Rescue Boat was in attendance for monitoring activity at the recent Lions Fishing Tournament.
- Dale Orred presented a donation of $250 toward the Station #2.
- There had been several other donations recently presented in gratitude for 1st Responder calls.
- A discussion of the Fire Department Relief Association and the township contribution. Motion by Wortham, second by Badger to pay required contribution to keep association fully funded as mandated by the State.
- The annual renewal of fire contracts for Breezy Point and Timothy Township was discussed.
- There were no safety incidents.
Dale Orred asked about representatives of the Fire Department attending board meetings in Breezy and Timothy Township. Clasen reported that he sometimes attends those meetings. Orred also asked for some info to be used at property owners’ meetings.
The Transfer Station report was as follows:
- Brandt reported that the garbage containers would be rebuilt.
- Brand is reviewing charges by the haulers.
- Attendant is now depositing all receipts daily.
- Brandt discussed the bill from county to cover damage to timber from the fire last fall. He is pressing for agreement regarding the dispatching of fire departments that would have mitigated damage. Badger motioned to delay payment until resolution of dispatch issue, seconded by Wortham. Carried unanimous.
- There were no safety incidents.
The report for Park and Recreation was as follows:
- The clerk reported on purchase of merry-go-round. The sales rep had called back. The clerk asked about pricing discounts through the state Coop Purchasing. The rep said he’d check and get back.
Supervisor Wortham discussed plans for the town hall renovations. Further planning was pending until the final report of year-to-date financial conditions had been completed.
Brandt reported on Planning & Zoning issues:
- Brandt presented info regarding the request to replat the old Piney Ridge property. The new owners want to create 9 lots with 100’ frontage. The Board discussed details and recommended several conditions including limiting driveway access to Wildamere Road, that a stormwater plan is prepared, and that access to the dry hydrant on the property is maintained.
- The beach house on the Boyd Lodge property was discussed. The structure had been moved to serve as an office. Brandt expressed concern about the location and sewer service as there is wetlands nearby.
Brandt discussed the recent shoreline restoration project at the Rollie Johnson Rec Area. A group of volunteers had worked for six days to restore about 400 feet of shoreline on the north side of Steamboat Island.
The Board discussed the current state of the county’s Sentence to Serve program. Supervisor Brandt had met recently with the new director, Heath Sorenson. The group is evaluating the program for a report due to the county on July 15th.
Supervisor Badger reported that the Sno-Pros group will be moving the fuel tank after evaluating current regulations. Badger motioned to renew the Sno-Pros lease, Wortham seconded. Carried unanimous.
Supervisor Brandt asked if anyone knew who keeps putting the realtor signs on the side of the town hall building. They should not be put there and not sure why that keeps happening.
Motion by Wortham, seconded by Badger to accept the treasurer’s report as amended. Carried unanimous.
Motion by Brandt, seconded by Wortham to pay all bills presented for payment by the Clerk with the exception of the crack sealing payment; checks #17868 through #17908 totaling $84,944.87. . Carried unanimous. Crack sealing payment to be released after sealing work had been examined.
