Ideal Township Board Meeting, May 14th, 2007

The meeting was called to order by Supervisor Wortham at 7:00 P.M. with the Pledge of Allegiance.  All members were in attendance.

Motion by Brandt, seconded by Plein to accept the minutes of the April 9th, 2007 Board Meeting as read.  Carried - unanimous

Motion by Brandt, seconded by Plein to accept the Treasurers report for April, 2007.  Carried - unanimous

Motion by Plein, seconded by Brandt to pay all bills presented for payment by the Clerk, check number 14133 through check number 14156, totaling $23,418.10.  Carried - unanimous

Debbie Backdahl from the Crow Wing County Sheriffs Department and Nikki Shoutz from the DNR were present to discuss shooting and firearms regulations within the Township.

Supervisor Brandt read a letter received from a resident concerning shooting in the Township.  Both Backdahl and Shoutz explained the current regulations regarding firearms use and listed several areas in Crow Wing County available for target practice and sighting in rifles.  Backdahl went over the procedure the Sheriffs Department follows when a shooting complaint is called in.  Backdahl also advised the Board that very few complaints have come in from the Ideal Township area.  The Board agreed unanimously that the currents regulations in place were adequate and no further restrictions were necessary at this time.

Bids for summer 2007 road construction and crack sealing were opened.  Bergman and Anderson Bros. submitted bids for crack sealing of $10,423.23 and $20,068.50 respectively.  Anderson Bros. Submitted a bid for road construction of $88,305.80 for a portion of Deer Trail, West Island Lake Road, Forest Knolls, North Clamshell and Silver Peak.  Anderson also submitted a bid for the Townhall parking lot of $34,541.46.  The Board agreed to review the bids in detail and make a decision based on the information.

The Road and Bridge report was as follows:

  1. Supervisor Brandt advised the board that road sweeping and patching were currently taking place on township roads.
  2. Brandt presented a request for the township to take over a  road in a new development. After an on-site inspection, Brandt advised that several changes were needed before the Township would consider the request.
  3. A current driveway dispute was referred to Crow Wing County Planning and Zoning.
  4. There were no safety incidents.

Supervisor Brandt reported on the progress of obtaining Right-of-Way deeds from several land owners along Fawn Land Road.

Brandt also reported on the resurfacing of a portion of West Shore Drive.  Anderson Bros. agreed to provide a letter to the township ensuring the condition of the road after the resurfacing.  Also, a stripe would be put down the middle of the road.  The Board agreed that was not Ideals policy for Ideal Township roads but agreed it should be done to keep the road consistent with Crosslake‚s portion of the road.

The Fire Department report was as follows:

  1. There were 4 emergency runs the previous month.
  2. Bruce Schultz reported two new fire fighters joined the department, one for each station.
  3. Schultz reported the department submitted a grant request for a thermal imager.
  4. There were no safety incidents.

Supervisor Brandt advised the Board he had contacted the Mayor of Manhattan Beach regarding splitting the legal expenses incurred by the township to rewrite the fire contract at Manhattans request. As of yet, the mayor of Manhattan Beach has not responded to the request.

The Park and Recreation report was as follows:

  1. Supervisor Plein reported on the progress of landscaping the corner by the parking lot and ball field.
  2. The new picnic table and benches should be installed soon at the park and Station 2.
  3. Plein also requested a bid to expand the sprinkler system.

The Transfer Station report was as follows:

  1. Supervisor Brandt reported the county would be picking up recyclables and electronics this  month.
  2. The improved dumpsters were near completion.

Brandt reported on a proposed restriction regarding transporting firewood due to Emerald Ash Bores.  Signs would be posted on Big Island to advise visitors of this problem.

The clerk reported the 2006 audit was completed and submitted to the State Auditor.

Motion by Brandt, seconded by Plein to accept the 2006 audit as presented.  Carried - unanimous

Motion by Brandt, seconded by Plein to renew all liquor licenses in the Township provided there are no delinquent taxes due.  Carried - unanimous

The board reviewed a variance request on South Point Road.  An on-site inspection had been done and the Board agreed the request was reasonable.   Motion by Brandt, seconded by Plein to send a letter of recommendation to the county supporting the request.  Supervisor Wortham abstained from the vote.

There being no further business to transact, the meeting adjourned at 8:19 pm.
